Okay so I hate to be Debbie Downer here, but... Sex while partially submerged is pretty much THE single most disappointing sexual experience imaginable.
Let me count [just some of] the [most significant] ways:

WATER IS NOT A LUBRICANT.
* You can't rlly **fuck** when there's a layer of fluid between the two of you.
Ever try to slam a door shut in a room where no windows are open? Like, how you **can't** slam the door, because it runs up against that invisible pillow of air when it's a couple inches from being closed?

Now take that and multiply it by, like, six hundred. Because now, that invisible pillow is made of **liquid**.
Sure, you can have a slow, leisurely lovemaking session. But wouldn't you rather do that while actually wrapped up in each other, horizontally?
* Taking in each other's bouquet of scents -- everything from those natural smells down there, to the olfactory "layers" of the perfumes/colognes you wear, to the slight residual aroma left behind by yr clothing -- is a key part of sexual attraction. Honestly, this is one of those "you don't appreciate it 'til it's gone" kinda things... but... the **smell** of yr lover is a big part of what makes yr hot times together, HOT times together.
And the problem is, of course, that **water washes each other's scents away**.

In other words -- Sex in water OBJECTIVELY sucks. There's no 2 ways about that.
On the other hand, there are some couples who just get off on the pure novelty of genuinely NEW and/or unusual experiences.
If you're one of those couples, then, it's possible that you could still enjoy this quite a bit, just on the strength of pure novelty.
Otherwise, yeah, nah. Pass on this one.
Last not least -- If you're gna do it in a **pool**, then, save yr (the boy's) orgasm for later. Because if you ejaculate in there, then that's a biohazard, and (in the US at least) the proprietors will be legally obligated to close down the pool, drain the whole damn thing, and then refill it afresh... all because of *you*.
We've done it. Lakes, ocean, pools, hottubs. It's not really ideal but sometimes in the heat of the moment, who am I to to say no. Lol.

I've always been a swimmer, I've had sex underwater pretty often, and most everywhere you can think. If you know what you're doing, it's good. Sometimes too it's even sexier if someone else is slightly nearby, and you both have to hide it. Really fucking hot
sex under water can cause extra problems for the women and put the cervix under extra stress and pressure. also water is a bad lube so it's not as fun when things turn dry down there
