Follow my instructions!:
1. Press Win+R or Press Windows logo on the taskbar and then press Run
2. Type MSCONFIG then press OK.
3. Select the boot tab on the top.
4. Under Boot options, select "No GUI boot" and click OK.
5. Click OK.
Press "Restart" if there is no app is running and Press "Exit without restart" if you have app running.
and Enjoy your boot screen!

Actually in Windows Vista, if you choose the "No GUI boot", Windows will use the Aurora boot screen which is really nice, but adds about 30 seconds to your boot time. Microsoft ran into issues when developing and and decided to hide it by default. In Windows 7, you only get a black screen.
Never leave home without PeerBlock, or you might not return at all.

OHHH! So that's why my Vista PC takes so long to boot! Haha, I'd best disable that when I get home, heh.

That's not hidden. That also doesn't answer my question. I didn't ask how do you enable it.
